Back in 1999 Rockstar did actually take the series into London with two downloadable mission packs for the original game in the series.
Titled Grand Theft Auto: London, 1969 and Grand Theft Auto: London, 1961.
Is it about time Rockstar took the series over the pond once more? The general consensus at the moment is that it would be sometime in 2018. This would fit in with the five year scheduling that Rockstar seem to take with major new releases of the GTA franchise.
2018 would also coincide with the expected release date of the next generation of consoles (source: http://wccftech.com/exclusive-next-generation-consoles-expected-2018-amd/ ).
